Observe
Map every affected and unaffected opening, the order of use, sounds, odors, water level, prior clearing, known cleanouts, pipe material, on-site versus sewer status, and whether neighbors or the street show a problem.

Protect the room
Stop adding water if it rises elsewhere. Avoid chemical mixing, repeated plunging against a sealed line, opening an unknown pressurized cap, or contact with wastewater without suitable controls and cleanup.
Material note
Public sewer, private building drain, private service, town-owned grinder equipment, and an on-site system have different responsible parties. Verify the property route before authorizing broad work.

A clearing proposal should state the access point, cable or jetting method, reachable distance, stopping conditions, protection, debris, camera timing, restoration of removed fixtures, and what happens if safe passage is not possible.
Close the loop
