A fixture stop, building master, meter valve, curb control, and distribution valve serve different purposes. Identifying a private control before a leak is safer than searching during active flow.

Notice the signs
Trace the service entry from an accessible interior point, photograph and label the likely private master, and arrange a planned test. Open one cold faucet, turn the control without force, observe whether flow stops, then check the valve body for seepage.
Protect the room
Leave buried, sealed, street-side, meter, and resistant controls alone. A valve that does not turn normally needs an intentional service plan rather than extra leverage during an emergency.

The May 2026 Cohasset rules distinguish street-side service and the customer-side segment through the meter. The department retains specific authority over meters, service approval, and inspection, so confirm any uncertain control with the actual water provider.
Service flow
For replacement, identify the exact valve, isolation method, material transitions, access, department coordination, outage window, permit question, pressure test, and durable label. Ask whether adjacent aging connections will be disturbed.
Close the loop
A successful test shows the intended fixtures lose flow, the valve remains dry, service returns without hammer or discoloration concerns, and occupants can find the label. Record the position and date rather than relying on memory.
