Never operate street or meter hardware and do not excavate from an assumed line. Keep people away from depressions, active water, traffic, and unsupported soil while the responsible authority is contacted.

The department rules place customer-side leaks and blockages with the consumer and require approval and inspection for covered service work. Actual responsibility still depends on the address, provider, records, route, and department interpretation.

A written service proposal needs confirmed endpoints, pipe material and size, locating, permits, water-department steps, contractor approvals, utility marking, excavation, temporary water, testing, surface restoration, and unresolved assumptions.
Close the loop
Verification
Closeout should include department inspection or acceptance where required, photos before backfill, material and depth records, pressure and flow results, surface restoration status, and a map useful to the next owner.
